Reduced Number of Study Permits
OTTAWA: Canada has introduced significant changes to its study permit policy, set to take effect in 2026. Immigration authorities confirmed that the total number of study permits will be reduced as part of a broader plan to lower the proportion of temporary residents in the country.
Under the new framework, Canada will welcome 408,000 international students in 2026. This includes 155,000 new entrants and 253,000 returning or continuing students.
Comparison With Previous Years
Officials highlighted that the new cap represents a 7% decrease compared to 2025 and a 16% reduction compared to 2024. The adjustment is aimed at balancing the international student program with Canada’s national priorities and ensuring sustainability in housing, employment, and social services.
Special Provision for Graduate Students
A key feature of the new policy is a major relief for foreign students pursuing Master’s or PhD programs at public institutions. Starting January 1, 2026, these students will be allowed to apply for study permits without requiring a PAL (Provincial Attestation Letter) or TAL (Territorial Attestation Letter).
This exemption is expected to benefit nearly 49,000 students directly, encouraging advanced research and innovation in Canada.
