Hamas Signals Willingness to Hand Over Weapons

Speaking to reporters, Khalil alHayya stressed that Hamas’s weapons are tied to the existence ofoccupation and aggression.” He clarified that once Israeli forces withdraw, arms could be transferred to the institutions of a “free Palestinian state.” His office emphasized that the issue of weapons remains under discussion with Palestinian factions and mediators, and that any agreement is still in its early stages.

Technocrats Committee and Governance Plans

International outlets note that Hamas has already approved the creation of a technocrats committee to manage Gaza’s daily affairs after the war. This committee would operate alongside a broader international framework being shaped by U.S. and regional partners.

International Council Proposal

Diplomatic sources cited by Western and Arab media suggest that by the end of 2025, aninternational councilmay be established to oversee Gaza’s administration under a United Nations mandate for two years, with possible extensions. The council is expected to include U.S. President Donald Trump, Israeli Prime Minister Benjamin Netanyahu, and around a dozen other leaders from the Middle East and the West.

Security Arrangements

Reports also highlight plans for an international stabilization force to be deployed in Gaza, with participation from multiple countries. Discussions are ongoing about which states will contribute, but deployment is tentatively expected in early 2026. Negotiations between Israel and Hamas over weapons handover and partial Israeli withdrawal from Gaza are anticipated to be particularly difficult.

Reconstruction and Concerns

The second phase of the U.S. peace plan includes reconstruction of wardamaged areas, though funding sources remain unresolved. Arab governments have voiced concern over delays in implementation and stressed the need to reopen crossings such as Rafah. Meanwhile, many Palestinians remain wary that the American plan does not explicitly guarantee the establishment of a sovereign Palestinian state.
