Senate Session: Army, Air Force, Navy Amendments on Agenda

Islamabad: The Senate began an important session on Friday under the chairmanship of Presiding Officer Manzoor Kakar, with a packed agenda that includes amendments to key defense laws.

During the question hour, Senator Dinesh Kumar voiced concern that lawmakers’ queries were not being fully addressed. He highlighted his question regarding the privileges of officers in state‑owned enterprises (SOEs) under the Ministry of Finance, noting that the only response given was that they receive benefits equal to those of a Grade‑21 officer.

Minister of State for Finance Bilal Kayani responded that members’ questions are answered comprehensively, and any gaps can be addressed in committee. He confirmed that 21 officers are currently attached to the Ministry of Finance, appointed on the basis of merit and capability. Kumar countered that no qualified officer from Balochistan had been appointed, raising concerns of regional representation. The presiding officer directed that the matter be referred to the relevant committee for further review.

On the legislative agenda, Defense Minister Khawaja Asif will present the Pakistan Army Act Amendment Bill for approval, alongside amendments to the Pakistan Air Force Act and the Pakistan Navy Ordinance. Federal Law Minister Azam Nazir Tarar is also scheduled to table the Supreme Court Practice and Procedure Amendment Bill.

All of these bills have already been passed by the National Assembly with a two‑thirds majority. The amendments include provisions confirming the Army Chief’s appointment as Chief of Defense Forces for the next five years.

The session marks a significant moment in Pakistan’s legislative calendar, as lawmakers debate both defense reforms and accountability in government institutions.
